Cabinet endorses Padma Bridge with own funds



The cabinet on Monday endorsed the prime minister’s proposal for beginning construction of the Padma Multi-purpose Bridge with self-finance without delay.
The government’s decision to construct the Padma Bridge with domestic funding came after global lender World Bank had cancelled its $1.2 billion credit for the mega project over corruption allegations in selection of consultants for supervising the construction work. 
Presiding over the weekly cabinet meeting at the secretariat, the prime minister, Sheikh Hasina, asked the finance division and the economic relations division to work out how much money would be required in foreign and local currencies and explore their possible sources for implementation of the $ 2.9 billion project. 
‘The cabinet has decided not to approach World Bank any further for review of its decision,’ cabinet secretary Mohammad Musharraf Hossain Bhuiyan told reporters after the meeting.
He said that the prime minister had directed all ministries to prioritise development projects and set aside funds for the Padma Bridge construction. The projects not much necessary now could be omitted from the current fiscal after scrutiny for saving funds for the bridge, Musharraf added. 
All cabinet members, the secretary said, backed the prime minister’s proposal for mobilising domestic funds to implement the Awami League government’s priority project to construct the 6.1 kilometres rail-cum-road bridge over the River Padma. 
‘We can discuss the matter again only if the World Bank realises its mistake. We will not initiate any talks on our own,’ the secretary said, referring to the cabinet decision. 
He said that a number of ministers had talked about the Padma Bridge issue and WB’s decision to scrap its funds for the project as the 2012-13 budget implementation strategy was placed in the cabinet for discussion. They termed arbitrary the WB’s decision to scrap the credit. 
On June 30, the World Bank cancelled its credit for the Padma Bridge saying it had proof of ‘corruption conspiracy’ involving Bangladeshi officials, executives of Canadian firm SNC- Lavalin and individuals. In September, the global lending agency withheld disbursement of the credit following allegations of corruption in the bidding process halting the implementation of the project.
Monday’s cabinet meeting, however, decided to appoint British company Halcrow, the second lowest bidder after Lavalin, for supervising implementation of the project, a senior minister told New Age. 
The prime minister also asked the bridge division for steps to begin construction of the main structure of the bridge soon. 
The cabinet was told that a total of $275 million was required in the current fiscal for the project. 
Finance minister AMA Muhith assured the cabinet that Bangladesh Bank alone could provide $1billion from its $13 billion reserve while the National Board of Revenue could raise its revenue target and thereby contribute to the project. 
The cabinet secretary said patriotic people, including expatriates, were willing to contribute to the project.
He said funds would be mobilised from domestic sources, including banks and insurances after examining their possible implications on the country’s overall economy. 
The government would continue negotiations with three co-financers – Asian Development Bank, Islamic Development Bank and Japan International Cooperation Agency – for funding the project, he said.
The prime minister, Sheikh Hasina, on Sunday rolled out a road map for construction of the Padma bridge and told parliament that work on the mega project would begin soon by mobilising internal resources and with assistance from the people of the country.
In her closing speech at the 13th session of parliament, she said the government would spend a total of Tk 22.55 thousand crore on the project. 
Hasina also blamed the World Bank for wasting time over the Padma Bridge project and asked the finance minister to explore ways for realising compensation from the bank for delaying the project by more than one and a half years.
She said the government might be forced to drop some other development projects to build the bridge that would connect the south-west and central regions with capital Dhaka and the port city of Chittagong.

DU to collect money for Padma Bridge



Dhaka University authorities would collect money from its teachers, students and officers for the Padma Bridge project, the vice chancellor AAMS Arefin Siddique said on Monday.
‘We will soon hold a meeting to collect money from the teachers, students and officers according to their capacity,’ the vice chancellor told New Age.
‘We want to play as role in the Padma Bridge construction,’ he said.
He said that DU always played a role during difficult times facing the nation.
‘It’s a big challenge for the nation to build the bridge,’ he said.
Earlier in the day, 
the students of the management department donated Tk 6,500, they had collected, to the vice-chancellor.
Inspired by a teacher in the class room, they collected the money instantly.
Quoting from a speech of the country’s founding president Sheikh Mujibur Rahman, Management Department professor 
Md Ataur Rahman, had urged the students of 16th batch to contribute to the project.
Business Faculty dean Jamal Uddin Ahmed, management professors Ataur Rahman and Hashibur Rashid and soil, water and environment professor SM Enamul Kabir, among others, were present at the occasion.

Japan hopeful of new framework



Japan thinks the Padma bridge project could be undertaken under a new framework of donor arrangement now that the World Bank has cancelled its funding commitment in the project.
Japan's Deputy Prime Minister Katsuya Okada conveyed the message when Foreign Minister Dipu Moni called on him in Tokyo yesterday.

Okada further assured that Japan would pursue the donor groups including the Asian Development Bank to embark on a negotiated settlement in respect of the project, said a foreign ministry press release from Tokyo.

Meanwhile in Dhaka, the cabinet yesterday decided that the government would not request the WB to reconsider its decision to cancel the Padma bridge loan. However, it would be open to talks if the global lender realised its mistake and wanted to review its decision.

“The government firmly believes it did not make any mistake. The World Bank has made an unjustified decision. Discussions can take place if it realises its mistake and intends to review its decision, but the government will not make any request to it at this moment,” Cabinet Secretary Mosharraf Hossain Bhuiyan told journalists after a cabinet meeting.

At the meeting chaired by Prime Minister Sheikh Hasina, the cabinet also decided to mobilise both internal and external resources for the multipurpose bridge.

Mosharraf said the government would welcome the co-financers -- ADB, Jica and Islamic Development Bank -- if they showed interest in financing the project. “We hope to get positive response from them.”

The WB cancelled its $1.2 billion credit for Padma bridge project on June 29, claiming it has proof of a corruption conspiracy involving Bangladeshi officials, executives of Canadian firm SNC-Lavalin and individuals.

DIPU MONI IN TOKYO
In Japan to attend the international conference on Afghanistan, the Bangladesh foreign minister also met her Japanese counterpart Koichiro Gemba and Jica President Akihiko Tanaka separately.

At the meeting with Gemba, Dipu Moni reiterated Dhaka's firm resolve to initiate the Padma bridge project on its own and sought Tokyo's support in this regard as a "trusted friend and partner".

Highlighting the measures taken by the government to ensure absolute transparency in the project, she said the government was ready to undertake the project with its own resources, but it would appreciate if countries like Japan could extend their support.

In response, Gemba confirmed that the Japan government understands the feelings of the people of Bangladesh with respect to the significance of the Padma bridge project.

He reaffirmed that Japan would pursue the possibility of funding the project along with other bilateral and multilateral donor agencies.

Later, meeting top Jica officials, Dipu Moni explained Bangladesh's position regarding the WB's cancellation of the Padma bridge loan. She told them that the bank neither followed the due process nor gave any credible evidence about alleged corruption in the project.

Apart from Jica President Akihiko Tanaka, the meeting was attended by Jica Director General Nakahara Masataka, Jica Chief Representative in Bangladesh Toda Takao and Jica Director for South Asia Division Ichiguchi Tomohide.

Dipu Moni said that the government was determined to start work of the Padma bridge without further delay, and that it would ensure "zero tolerance" for corruption in executing the project.

The foreign minister urged the Japan government to remain "steadfast in its pledge for continuation of the project".

The Jica president expressed regret over the WB's decision.

He said they were satisfied with Dhaka's firm determination to go ahead with the project and commitment to ensuring transparency and accountability in the process.

Tanaka also mentioned that Jica, as the implementing agency, would consult all other government agencies in Japan to further discuss the possibilities of "continuation of funding the project" under the new framework of arrangements.

CABINET MEET
The Padma bridge issue dominated the cabinet meeting, though it was not on the day's agenda.

Finance Minister AMA Muhith made a presentation on the project.

Cabinet Secretary Mosharraf Hossain Bhuiyan said the bridge's construction would start primarily with the country's own resources, and then the government would start looking for other sources.

“The prime minister has instructed the ministries to be selective in implementing projects. She said not all allocations are needed at once to implement the projects. In this way, we can save some money this year and channel those to the Padma bridge project,” he said.

Mosharraf said people from all walks of life had shown interest in contributing to the project and the cabinet decided to explore all options available.

“Since we have to import construction materials with foreign currency, we need to mobilise resources in terms of foreign exchange. Many expatriate Bangladeshis have expressed their willingness to contribute to the project. We can get a large chunk of their remittance.”

He said $275 million would be required this year to start the construction work.

“The prime minister said $1 billion can easily be used from the foreign exchange reserve.” The government can also issue some bonds, said Mosharraf.

On mobilisation of external resources, he said the National Board of Revenue can also take steps in this regard.

He said the Finance Division and the Economic Relations Division will work out how much foreign exchange will be required for the project.

Wishing anonymity, a minister told The Daily Star the government had got some proposals for loans at 4 percent interest. Officials were now at talks to bring down the interest rate to 3 percent.

Paktiya deputy provincial governor Abdul Rahman Mangal said around 400 Taliban militants attacked Mirazka district in this province early Monday morning around 2 am.

Mr. Mangal further added the assailant militants wanted to destroy district compound however Afghan security forces backed by local residents resisted the Taliban fighters.

He also said Taliban militants have left the district and at least 1 Afghan police and 2 Taliban militants were killed following clashes.

In the meantime local residents in eastern Nuristan province said local residents resisted and clashed with the Taliban fighters in this province.

Mawlawi Ahmadullah Mohid Afghan parliament member representing easern Nuristan province said Taliban militants were looking to close schools and religious Madrasas after NATO troops carried out airstrike against militants safe havens in this province.

This comes as local residents in Andar district of eastern Ghazni province resisted and clashed with the Taliban militants to reopen the schools and health clinics in this province.

Earlier local residents in northern Faryab province resisted against the Taliban militants at Almar district.

Taliban publicly execute Afghan woman over adultery charges



According to local authorities in northern Parwan province, a suspected Taliban militant executed an Afghan woman accused of adultery in front of a crowd near Kabul.
Reuters News Agency that obtained video shows a turban-clad man approaches a woman kneeling in the dirt and shoots her five times at close range with an automatic rifle, to cheers of jubilation from the 150 or so men watching in a village in Parwan province.

A man Afghan officials say is a member of the Taliban shot dead a woman accused of adultery in front of a crowd near Kabul, a video obtained by Reuters showed, a sign that the austere Islamist group dictates law even near the Afghan capital.

“Allah warns us not to get close to adultery because it’s the wrong way,” another man says as the shooter gets closer to the woman. “It is the order of Allah that she be executed”.

Provincial Governor Basir Salangi quoted by Reuters said the video, obtained on Saturday, was shot a week ago in the village of Qimchok in Shinwari district, about an hour’s drive from Kabul.

Salangi said, “When I saw this video, I closed my eyes … The woman was not guilty; the Taliban are guilty.”

Such rare public punishment was a painful reminder to Afghan authorities of the Taliban’s 1996-2001 period in power, and it raised concern about the treatment of Afghan women 11 years into the NATO-led war against Taliban insurgents.

When the unnamed woman, most of her body tightly wrapped in a shawl, fell sideways after being shot several times in the head, the spectators chanted: “Long live the Afghan mujahideen! (Islamist fighters)”, a name the Taliban use for themselves.

The Taliban could not be reached for comment.

Thousands of supporters of hardline religious groups gathered in the Pakistani capital on Monday to protest their government’s decision to re-open supply lines for US-led NATO troops in Afghanistan.
The protest was the largest so far against the reopening of the routes. Shops closed early in Islamabad and police set up barricades and cordoned off roads.

Pakistan suspended NATO supply routes to Afghanistan last November after a cross-border Nato air attack killed 24 Pakistani soldiers.

They were re-opened last week after US Secretary of State Hillary Clinton apologised for the strike.

A survey by the Pew Research Center last month found that three out of four Pakistanis consider the US an enemy, up from 69 per cent last year and 64 per cent three years ago.

Relations have been hurt by a series of events – the border strike, the killing of Osama bin Laden in a unilateral US raid on Pakistani soil, and the fatal shooting of two armed Pakistanis by a CIA contractor.

The march was organised by the Defence of Pakistan Council, an alliance of religious political parties and organisations campaigning for a break in ties with the United States and India.

One of the group’s main leaders is Hafiz Saeed, whom India suspects of masterminding attacks on India’s financial capital Mumbai and its parliament.

Saeed denies any involvement in the attacks.

India finalizing mega stealth frigates’ project for over Rs 50,000 crore



India's mammoth over Rs 50,000 crore plan to construct seven advanced stealth frigates, with all weapon and missile systems under the hull for a lower radar "signature''.
Project is finally gathering some momentum now in tune with the overall strategy to build a futuristic blue-water Navy indigenously. This major plan, codenamed "Project-17A'', will be a strong booster dose for defence shipyards since it will be shared between Mazagon Docks (MDL) at Mumbai and Garden Reach Shipbuilders and Engineers (GRSE) at Kolkata. 

The CNC (contract negotiation committee) is currently underway for P-17A, which has already been approved by the defence ministry. The contract will be awarded after the final nod from the Cabinet Committee on Security. While MDL will build four, GRSE will construct the other three,'' said a source. 

This comes even as the third and the final stealth frigate INS Sahyadri built by MDL, under the long-delayed ``Project-17'' at a cost of Rs 8,101 crore, is now all set to be commissioned on July 21. 

Defence minister A K Antony will be travelling to Mumbai to commission the frigate, commanded by Captain S Vatsayan, like he did for the first two INS Shivalik and INS Satpura in 2010 and 2011. The seven new frigates will be ``longer, broader, faster and stealthier'' than the three 6,100-tonne Shivalik-class frigates that have a range of 5,000 nautical miles at a cruising speed of 18 knots. 

``The new frigates will also have the 290-km BrahMos supersonic cruise missiles, apart from other advanced weapons and sensors, for a greater offensive punch in all the three dimensions (air, surface and underwater),'' said the source. 

Both MDL and GRSE are undergoing modernisation, with new modular yards and 250-300 tonne goliath cranes, to enable ``integrated modular construction'' of the P-17A frigates in ``compressed shipbuilding time-frames''. ``The shipyards will also tie-up with a foreign know-how provider,'' he said. 

The Navy is increasingly turning ``stealthy'' since surprise and deception are crucial in modern-day warfare. The three Talwar-class stealth frigates (Talwar, Trishul and Tabar) inducted from Russia in 2003-2004 as well as the Shivalik-class warships have already boosted the Navy's combat capabilities due to their ``vastly-reduced'' radar, infra-red, noise, frequency and magnetic ``signatures'' to beat enemy detection systems. 

The force, of course, has also recently inducted another stealth frigate, the 3,970-tonne INS Teg, with two more (Tarkash and Trikhand) to follow in 2012-2013, under the $1.15 billion contract inked with Russia in 2006. 

These three frigates and aircraft carrier INS Vikramaditya (Admiral Gorshkov), to be inducted from Russia in early-2013 under a revised refit cost of $2.33 billion, in fact, are the only warships among the 50 already ordered by Navy that will come from abroad. 

All the rest are being manufactured in India, with naval designers here also achieving proficiency in designing stealth warships. With the ``Maritime Capability Perspective Plan for 2012-2027'' pegging the number of major warships required at about 150, contracts for another 45 warships are in the pipeline to add to the 50 already on order

Bangladesh (1.6), India (0.97), Sri Lanka (1.00) and Bhutan (1.01) have achieved gender parity in primary education, according to the Education For All (EFA) report. Pakistan (0.83) and Maldives (0.94) lag behind. Afghanistan has a dismal GPI of 0.66.
After more than two decades of effort, Bangladesh has succeeded in boosting education for girls to the point where they have the same schooling opportunities as boys. According to UNESCO's Education for All Global Monitoring Report 2011, the endeavour has paid off so well that the country now faces a paradox: boys are falling behind.

Among the eight South Asian countries (Afghanistan, Bhutan, India, Maldives, Nepal, Pakistan and Sri Lanka), Bangladesh is the fourth to achieve gender parity in primary education – and currently has slightly more girls than boys in school, according to the report. Authorities are now taking steps to address that imbalance.

Government, non-government organisations and international donors worked together in order to end the past inequality in education. "The girls were given substantial amount in stipends through four big projects and that made all the difference," Noman-ur-Rashid, director general of the Secondary and Higher Education Directorate, told Khabar South Asia.

"Education has now become a social and family movement in Bangladesh," said Rasheda Chowdhury, Executive Director of Campaign for Popular Education, a common platform of education-related Non-Governmental Organisations (NGOs).

Ranking Bangladesh

The Education For All (EFA) report puts Bangladesh's Gender Parity Index (GPI) at 1.6. A GPI below one means a disparity in favour of boys; a GPI greater than one means disparity in favour of girls.

Three other countries -- India (0.97), Sri Lanka (1.00) and Bhutan (1.01) -- have achieved gender parity in primary education, according to the report. Pakistan (0.83) and Maldives (0.94) lag behind. Afghanistan, last in the report, has a dismal GPI of 0.66.

Between 1990 and 1995, primary school enrollment in Bangladesh stood at 45% for girls and 55% for boys. Today, of the 10.6 million primary students enrolled, girls account for 50.07% while boys make up the remaining 49.93%.

According to Bangladesh Bureau of Educational Information and Statistics (BANBEIS) figures, at secondary level (grades 6 to 10), the boy-girl ratio in 1990 was 66:34. In just 15 years, gender parity was achieved in 2005. The current boy-girl ratio in secondary school is 46:54.

"For all these years we've been trying to bring about gender parity. Now we see the boys are falling behind girls in primary and secondary school levels," Education Minister Nurul Islam Nahid told Khabar.

"The government has introduced stipends for boys in certain districts where the problem is acute as some form of incentives to address the issue," he said.

The impact of education

According to the finance ministry, Bangladesh currently disburses 40 billion taka ($488.8 million) annually for stipends at primary and secondary level, out of a total education budget of Taka 215 billion ($2.6 billion).

Tuition is free for all students at primary level and girls get free education up to Grade 10 in addition to the stipends they receive at both levels aimed at encouraging their enrollment.

Achieving gender parity in education by 2015 is one of the UN Millennium Development Goals, and Bangladesh is a shining example in the region, Nahid said.

Achieving the goals was challenging considering that women and girls in Muslim-majority Bangladesh are encouraged not to travel without a male family member -- especially in rural areas.

Poverty and societal attitudes -- the main obstacles to education for girls -- have also left them vulnerable to child marriage, human trafficking and even recruitment attempts by terrorists. Fortunately, education also serves to combat those problems.

Women's rights activist Maleka Banu said girls' education contributes to female empowerment.

"More significantly, educated women have had a big role in curbing the growth of religious fundamentalism, obscurantism and terrorism in the country," she told Khabar, adding, "No educated mother wants to see her husband or son becoming an extremist."

Nahid, the minister, sounded optimistic about the overall progress of education for women. "The nation is already seeing the benefit of surging rate of girls' education," he said. "And I'm sure things will improve further in the near future."

I agree with Mr. Hashmi and he is absolutely correct. We should accept the realities which ultimately demands the establishment of immediate diplomatic relations with Israel. Although some Pakistanis are quoting brotherly relations with Arab world. But the ground realities are very different mostly the arab misbehave with Pakistani workers in Middle East and some times they are very rude intolerable.
Secondly, I would quote the so-called booming image of India. This is all because of Israel support, who suggested the multinational companies to invest there and in this way given a chance to India to make some claims. Besides, I would quote the territorial dispute between Armenia and Azerbaijan, wherein also Israel told US not to support Armenia against Azerbiajan.
While when it comes to emotional exploitation of our so-called champions of Islam, for the last 5 decades there is complete contrast in their words and actions. In fast they are the one to exploit the innocent feelings of general masses and misguide them about international relations and lobbying.
When we talk about Middle East peace, everybody know that this is not a religious issue this is only a political  issued which could be settled only through political means and dialogues.

17 अक्टूबर 2011 को 20 वर्षीय  तेजिन वान्ग्मो नामक भिक्षु पूर्वोत्तर तिब्बत के Mamae आश्रम,Ngaba में फ्री-तिब्बत का नारा देते हुए खुद को अग्नि में समर्पित कर दिया।2009के बाद तिब्बत में औसतन 20 वर्ष आयु के 32 युवकों ने चीनी दमनकारी शासन के विरोध में स्वतंत्र तिब्बत के उदघोष ,जयकारा के साथ खुद को आग में जला लिया।वांगमो जिसको जलने से मृत्यु हुई,ऐसा करने वाला पहला भिक्षु था।

बुद्धिष्टों का यह मानना है कि मानव के रुप में पुनर्जन्म अत्यन्त ही दुर्लभ है।परन्तु इसके साथ ही साथ तिब्बतियों की यह मान्यता एवं एवं विश्वास है कि आत्माघात करने से 500 पुनर्जन्म दूसरे रुपों में लेने के पश्चात फिर से मानव के रूप में पुनर्जन्म हो सकता है।इस विश्वास एवं वास्तविकता के बावजूद कि जो चेतनायुक्त जीवन और सभी संवेदनशील जीवन के सम्मान के लिए करुणा की मौलिक शिक्षा में शिक्षित हुए वे बौद्ध भिक्षु व भिक्षुनियाँ किरोसिन तेल शरीर पर डालकर स्वयं को आग के समर्पित कर अपने जीवन को बुझा दे रहें हैं।यह अत्यंत ही चिन्तनीय विषय है।जीवन न्योछावर करने की इस कृति का कारण तिब्बतियों की स्वतन्त्रता की इस आकाँक्षा को चीन के द्वारा नकारना ही नहीं बल्कि झुठलाना भी है। तेजिन वान्ग्मो की राह पर 19 वर्षीय नोरबू दमडुल जब अपने को अग्नि में समर्पित किया तो वह तिब्बत की आजादी के लिए एवं पूज्य दलाई लामा के तिब्बत लौटने का नारा लगातार बुलन्द करते रहा जब तक कि वह मुर्क्षित न हुआ। लेकिन बिजिंग  इस उत्कर्ष को समझने में विफल है।इन इन घटनाओं पर टिप्पणी करते हुए चीन में मानवाधिकार के निर्देशक (Director Human rights watch ) ,सोफी रिचर्डसन ने कहा कि "Ngaba जैसे क्षेत्रों में लगातार बढ़ते हुए तनाव को रोकने के लिए,मुक्त अभिब्यक्ति ,संघ,और तिब्बती मंठो में धार्मिक विश्वास के अधिकार में कटौती कर ,सुरक्षा मापदण्ड का खाका तैयार करना है।" Ngaba में स्थिति अत्यन्त ही खतरनाक एवं भयंकर बन चुकी थी।जो लगातार बनी हुई है।जहाँ तिब्बत की स्वन्त्रता के लिए स्वयं को बलिदान देना एक सहज एवं सामान्य सी घटना बन चुकी है।बीजिंग यहाँ विशेषतः अग्रणी सुरक्षा के नाम पर कड़े प्रबन्ध कर दिया है।सभी मठों को सुरक्षा अधिकारियों द्वारा बन्द कर दिया गया है।अनिवार्य नियमों के तहत भिक्षु और   भिक्षुणियों को हिरासत में ले लिया गया है।सरकारी परमिट प्राप्त मठवासियों को भी मंठों के प्रागंण से बाहर जाने पर रोक लगा दिया गया है।इन घटनाओं से पहले ही अगस्त 2011 में कीर्ति मठ का पानी और बिजली आपूर्ति बन्द कर दिया गया।तथा भिक्षुओं के रिश्तेदार और आगन्तुकों का मठ परिसर में प्रवेश प्रतिबन्धित कर दिया गया।Human rights watch की प्रकाशित एक रिपोर्ट के अनुसार Ngaba में बीजिंग सार्वजनिक सुरक्षा पर खर्च सिचुआन प्रान्त के अन्य counties के अपेक्षा 4 से 5 गुना खर्च कर रहा है।
सुरक्षा में सुधार करने की कोशिश के नाम पर चीन कीर्ति मठ के तीनों मुख्य प्रवेश द्वार पर एक सशस्त्र चौकी तैनात कर रखा है।इसके अलावे एक और सशस्त्र दल मठ के भीतर 20 कमरों वाला एक प्रकोष्ठ (अनुभाग)में रह रहा है।इस सुरक्षा योजना के तहत मंठों के क्षेत्र को 5 वर्गों,प्रत्येक वर्ग को 50 छोटे डिभिजन,जो  आसन्न सुरक्षा नियंत्रण के लिए छोटी-छोटी इकाइयोंइकाईयों में विभाजित है।जो भीक्षुओं के देशभक्ति शिक्षा एवं हड़ताल पर रोक के लिये एक बहुत ही कठोर अभियान के रूप में देखा जा रहा है।इस कठोर सुरक्षा तन्त्र के कारण अपनी स्वतन्त्रता की तीव्र वैचारिक अनुभूति रखने वाले तनावग्रस्त  2500 भिक्षु-भिक्षुणी आज अपने-अपने कक्षों (शयन-कक्ष) में वास्तविक रूप (पूर्णतया) में कैद हैं। इसके अलावे भी चीन एक वृहत्त एवं सूक्ष्म सुरक्षातंत्र मठवासी क्षेत्र में खड़ा कर रखा है।
इस यातना पूर्ण स्थिति में सुरक्षा अधिकारीयों द्वारा  आज उन भिक्षुओं से दबाव पूर्वक कहलवाया जाता है कि "मै दलाई लामा गुट का विरोधी हूँ।मै इस विभाजन का पक्षधर नहीं हूँ।मै कम्युनिष्ट पार्टी से प्यार करता हूँ।व मेरे उपर कम्युनिष्ट पार्टी की बड़ी असीम कृपा है।"
अन्तर राष्ट्रिय प्रेक्षकों द्वारा कीर्ति मठ के भिक्षुओं की स्वतन्त्रता की मांग समय-समय पर उठायी जाती रही है।जो बीजिंग के लिए एक लम्बी चिन्ता का विषय बन चूका है।बीजिंग इस तरह के सार्वजनिक विरोध का कठोरता पूर्वक प्रतिक्रिया देता आया है।जो चीनी छात्रों का 1989 में त्यान आमेन स्क्वायर पर विरोध के समय दमन में,या 2008 में तिब्बत और झिजियंग प्रान्त दोनों में लोकप्रिय विरोध के दमन में,या आज Ngaba में वर्तमान दमन के दौरान दिखायी पड़ता है।जो इन क्षेत्रों में शान्ति एवं सुरक्षा के नाम पर एक अस्थायी समाधान ही है।इन प्रदर्शनों एवं विरोधों के मूल कारण से मुंह का अर्थ है कि Ngaba में विरोध जारी रहेगा और स्वतन्त्रता के लिए बलिदान देने के लिए इच्क्षुक तिब्बतियों की संख्या में वृद्धि होना भी निश्चित रहेगा।चीन की सरकार को यह एहसास होना चाहिए कि तिब्बत में सशस्त्र सुरक्षा बलों की तैनाती में वृद्धि भी एक मुख्य कारण है,जिससे विशेष रूप से Ngaba में भिक्षुओं और पूर्व भिक्षुओं अपने को अग्नि के हवाले कर अपना बलिदान प्रदर्शित कर रहें हैं।छः दशकों से चला आ रहा इस अहिंसक आन्दोलन के करवायी के अन्तिम एवं बाध्यकारी रूप ही इस प्रकार के आत्मबलिदान का कारण हो सकता है।इसी प्रकार की एक घटना Damdul में 7 अक्टूबर 2011 को 20 वर्षीय Khaying और 18 वर्षीय Choephel के आत्मबलिदान के समय अग्नि से बाहर निकालकर चीनी लाल सैनिकों द्वारा बुरी तरह पीटा गया।जिनके विषय में आज तक उनकी चिकित्सीय अवस्था की सूचना Damdul के लोगों को नहीं है कि वे जीवित भी हैं या मरे।7 अक्टूबर 2011 की यह घटना अवश्य ही इस समस्या को गहरा दिया और आन्दोलन को तीव्र बना दिया।
विरोध प्रदर्शन का आत्मबलिदान का यह तरीका भले ही हताशा का भी हो सकता है,परन्तु बीजिंग बस,सडकों,और रेलवे के निर्माण से इस गुस्से को ठण्डा नहीं कर सकता है।जब Ngaba स्वतन्त्रता आन्दोलन की बहुत ही संकटपूर्ण चुनौतियों से जूझ रहा था,तब तिब्बत के किसान व गृहस्थ गृहस्वामी "फ्री-तिब्बत"के नारे के साथ अपनी बकरियाँ चराने जाते थे।इस प्रकार चीनी नेतृत्व को इस तथ्य का सामना करना ही होगा कि प्रतिरोध या तो जारी रहेगा या तिब्बतियों को उनके आत्मनिर्णय के क़ानूनी अधिकार देना ही पड़ेगा।
 यह 6 दशक पुराना तिब्बत मुक्ति का आन्दोलन 2008 से एक नये आयाम से जुड़ चुका है।हिमाल के शेरपा और भोट की केरुंग -कुन्ती के प्रति चाह और उसके आनन्द को भूल नहीं पाते हैं।और यह आनन्द तभी उनको प्राप्त हो पायेगा,जब तिब्बत की अपनी सार्वभौमिकता हो।और यही आनन्द हिमाल के शेरपा और भोट को 2008-2009 में स्वतंत्र-तिब्बत आन्दोलन को नैतिक समर्थन देने के लिए अभिभूत किया,प्रेरित किया।और सिमकोट से ताप्लेजुंग तक पूरे हिमाल का नैतिक समर्थन इसको प्राप्त हुआ।जिसमे सुख-दुःख का सम्पर्क मार्ग ग्याला,लम्जुंग और थाप्ले भन्जियांग रहा है।
इसका दूसरा कारण यह भी है कि 27 सितम्बर 2004 में पाँचथर के माओवादी PLGA के शिविर पर नेपाली सेना के अभियान में पकडे गये 27 लड़ाकुओं को भले ही चीन अपना नागरिक होने से इन्कार कर दिया,पर हिमाल के लोगों को यह पूर्णतः आभास हो गया कि वर्त्तमान नेपाल की अशान्ति एवं अस्थिरता में माओवादियों को चीन द्वारा ही सहयोग प्राप्त है।जिसके कारण हिमाल के लोगों के परिवार व कुटुम्ब के सदस्यों की हजारों की संख्या में हत्या हुई और सैकडों अभी तक लापता है।जो नेपाली माओवादियों द्वारा किया गया।जिसका प्रतिवाद तिब्बत की स्वतन्त्रता ही है।अतः आज तिब्बत की स्वतन्त्रता की आवाज की प्रेरणा पूज्य दलाई लामा एवं धर्मशाला के हाथों से बाहर निकलकर सिमकोट से ताप्लेजुंग के हिमाल के लोगों के साथ जुड़ चुकी है।

बुद्ध शीतयुद्ध के चपेट में
 हङ्कङ में मई के प्रथम सप्ताह में आयोजित किया गया तीसरा विश्व बौद्ध सम्मलेन में चीन के कम्युनिस्ट पार्टी के स्थायी समिति के सदस्य जिया  चिङलिनदिखाई पड़े।यह चीन के एक नया सांस्कृतिक रूपांतरण की शुरुवात या एक सोची समझी चाल,रणनीति है।
नौ सदस्यीय स्थायी समिति के शक्तिशाली नेता जिया बुद्ध की तीन मूर्तियों और खप्पर के अवशेष के सामने झुककर तीसरे विश्व बौद्ध सम्मलेन का उदघाटन किया, तथा अपना मंतव्य प्रगट किये।"वृहत सामाजिक सदभाव और विश्व शांति के लिए बौद्ध शिक्षा का मूल तात्पर्य खोजना आवश्यक है"के आग्रह हुए उनके बधायी सन्देश में चीन की विस्तारवादी सोच एवं अपने कमजोरियों को छिपाने की बौद्ध रणनीतिक आकांक्षा स्पष्ट झलक रही थी।
दलाई लामा के अभियान को अवरुद्ध करने, तिब्बत की स्वतंत्रता और सार्वभौमिकता को नकारने, तिब्बत एवं चीन के बौद्ध समुदाय का विश्वास एक छल पूर्वक जीतने तथा विश्व का बौद्ध केंद्र भारत की मान्यता को चुनौती देने के लिए हिमालय क्षेत्र में saft power विस्तार की चीन की एक गहरी योजना साजिश है।इसके साथ ही साथ इसके द्वारा क्रिश्चियन धर्म के मार्फ़त चीन में बढ़ते पश्चिमी प्रभाव को रोकने की रणनीति के तहत माओ का चीन आज बौद्धमत की दुहाई भरे मन से कुटिलतापूर्वक दे रहा है।दलाई लामा के बाद दुसरे धार्मिक नेता चीन द्वारा प्रायोजित कथित पंचेन लामा को इस बौध सम्मलेन के मार्फ़त पहली बार चीन ने सार्वजनिक कराया।एक रणनीति के तहत अब चीन इस कथित पंचेन लामा  की विश्व यात्रा मकाउ,ताइवान,सिंगापुर होते हुए आगे बढ़ाएगा।ताकि उनको विश्व बौद्ध समुदाय में पंचेन लामा की मान्यता दिला सके।
आज तिब्बत के अन्दर अपनी स्वतंत्रता व सार्वभौमिकता को लेकर एक व्यापक संघर्ष चाल रहा है। आये दिन इस विषय से उद्वेलित होकर बौद्ध भिक्षु आत्मदाह कर रहें है।अबी तक तिस से अधिक भिक्षुक आत्मदाह कर चुकें है। इस आन्दोलन को चीन अपने सैन्यबल व तोपों के द्वारा कुचलने का प्रयास कर रहा है।ऐसा वीभत्स दमन भी तिब्बती बौधों को डिगा नहीं पा रही है। चीन के बौद्धमत अनुवायी भी दमन से पीड़ित बौद्धों के प्रति सहानुभूति रख रहें हैं।साथ ही कंफुसस मत वालों की सहानुभूति भी तिब्बती बौद्धों के प्रति बन रहा है। दूसरी तरफ तिब्बत से सटे सुचीयान प्रान्त के उइगर भी अपनी आजादी को लेकर आन्दोलन छेड़ रखा है।इन सारी परिस्थितियों से चीन आज घबडा गया है।अतः छः दशक से कम्युनिष्ट शासन व्यवस्था अपनाने वाला चीन के चौथे शीर्षस्थ नेता के द्वारा "बौद्धदर्शन सामाजिक सदभाव व विश्व शांति का माध्यम बनेगा" का उदगारचीन की कम्युनिष्ट पार्टी का धर्म सम्बन्धी विचार में आनेवाला परिवर्तन का संकेत न होकर एक बहुत बड़ी बाध्यता के रूप में दिखाई पद रहा है।बेजिंग का दर्म के प्रति इस तरह से उदार होना एक असहज , आतंरिक दबाव एवं भूरणनीतिक  बाध्यता है।इसलिए धर्म सम्बन्धी अपनी पुरानी मान्यता को ध्वस्त कर राजनीतिक सुधर के रास्ते पर अग्रसित हो रहा है।
         बौद्धगया में बोध्धित्व को प्राप्त कर सारनाथ में प्रगट होनेवाला यह बौद्धमार्ग विश्व के आबादी में दूसरी बड़ी संख्या द्वारा अपनाये जानेवाला विश्व का दूसरा बड़ा दर्शन है।जिसकी एक बहुत बड़ी संख्या चीन में व्ही है।चीन की एक अरब तीस करोड़ की जनसँख्या में ४०%जनसँख्या बौद्धामार्गी है।चीनी कम्युनिष्ट पार्टी के प्रमुख अंग्रेजी दैनिक समाचार पत्र "ग्लोबल टाइम्स"के एक सर्वेक्षण के अनुसार ८५% प्रौढ़ चीनी नागरिक किसी न किसी प्रकार के धार्मिक गतिविधि में संलगन है।परन्तु चीन सरकार की अनुदार धार्मिक निति के कारण उनमे से अधिकांश इसका प्रगटीकरण , खुलासा नहीं करते है।अधिकांश नागरिकों द्वारा अपनी आस्था छुपाने के बाद भी सरकारी आकंडा अनुसार चीन में १० करोड़ बौद्ध अनुवायी है।परन्तु गैर सरकारी तथ्यांक के अनुसार चीन में ४० करोड़ बैद्धामार्गी हैं।चीन के हरुन एंड इंडस्ट्रियल बैंक ने अप्रैल २०१२ में एक अध्ययन प्रतिवेदन में यह सार्वजनिक किया कि धनि एवं निजी चीनी व्यापारियों कि प्रवृति अब कुछ ज्यादे ही आध्यात्मिक बन रही है।पूर्वी चीन का व्यापारिक केंद्र झिजियंग व फुजियान प्रान्त बौद्ध ,क्रिश्चियन धर्म का गढ़ माना जाता है।कतिपय व्यापारी विगत में अपने भ्रष्टाचार के पाप से मुक्त होने के लिए वे बौद्ध पूजा या चर्च में सम्मलित हो रहे है।इस अध्ययन के अनुसार यहाँ का नागरिक जीवन व व्यवसाय में धर्म अभिन्न रूप से जुड़ चूका है।इसा क्षेत्र में ३० वर्ष के उम्र के लोंगों के बिच ११% युवा क्रिश्चियन धर्म के प्रति आकर्षित हुए है।चीनी राष्ट्रपति हु जिन्ताओ ने एक माह पूर्व पार्टी के मुखपत्र में प्रकाशित अपने लेख में यह व्यक्त किया कि "इस प्रकार युवा वर्ग में बढ़ते हुए पश्चिमी प्रभाव चीन के लिए एक चुनौती का सन्देश दे रहा है। इसके लिए एक आह्वान करते हुए  सांस्कृतिक सुधर में कार्यकर्ताओं को केन्द्रित होने का निर्देश दिया ।"
तेजी से निर्माण होते हुए अनेकों बौद्ध स्तूप, बौद्ध - विश्वविदयालय, एवं एक बड़ी संख्या में चीन के अन्दर बन रही बौद्ध मूर्तियों के कारण एक नया बौद्ध जागरण चीन में दिखायी दे रहा है।जो चीनी सरकार के लिए अत्यधिक चिंता का विषय है।बुद्ध की १२८ मीटर ऊँची मूर्ति एवं लगभग ५०० से अधिक गुम्बा के साथ हेनान चीन और पूर्वी एशिया का बौद्ध केंद्र के रूप में विक्सित हो चूका है।
चीन अपने बौद्ध रणनीति के तहत २००६ के अप्रैल में प्रथम बौद्ध विश्व सम्मेलन झेजियांग में आयोजित किया।जो २००० वर्ष पुराने चीन के बौद्ध इतिहास में एक महत्वपूर्ण घटना रही।गैर कम्युनिष्ट विश्व के लिए यह आश्चर्य का विषय रहा। २००९ के मार्च में पूर्वी चीन के जिन्ग्सू में दूसरा और अभी २०१२ के मई में तीसरा विश्व बौद्ध सम्मेलन कर चीन ने सांस्कृतिक आक्रमण के रूप में एक नई रणनीति तैयार किया है।हङ्कङ,सम्मलेन में यह निर्णय लिया गया कि अब पूर्वी चीन के जान्ग्सू प्रान्त स्थित लिंग्सान में स्थायी रूप से विश्व बौद्ध सम्मलेन आयोजित होगा।
हङ्कङ,सम्मलेन में चीन के बौद्ध रणनीति का प्रतीक चीन द्वारा प्रायोजित कथित २२ वर्षीय पंचेनलामा थे।१९८९ में १० वें पंचेनलामा के मृत्यु के पश्चात् दलाई लामा द्वारा घोषित ११ वें पंचेनलामा को अस्वीकार करते हुए , आज से १७ वर्ष पूर्व ६ वर्षीय ग्याल्तसेन नोर्बू को ११ वाँ पंचेनलामा बीजिंग द्वारा घोषित किया गया।यह सर्वविदित है कि दलाई लामा के बाद पंचेन लामा को ही दूसरा शीर्षस्थ तिब्बती धार्मिक बौद्ध नेता मन जाता है।बीजिंग का यह खेल ७६ वर्षीय १४ वें दलाई लामा के मृत्यु के पश्चात् नया दलाई लामा की घोषणा करने का एक अभ्यास के रूप में देखा जा सकता है।बौद्धमत ही नहीं , बल्कि किसी भी धर्म के प्रति अनुदार मत रखने वाला चीन की कम्युनिष्ट सरकार द्वारा इस प्रकार पुनर्जन्म के प्रति अत्यधिक रूचि दिखाते हुए अग्रसर होना,दलाई लामा के अनुवायियो के लिए एक बहुत बड़ा आश्चर्य है।जो तिब्बत के स्वतंत्रता और सार्वभौमिकता को पूर्ण रूपेण बीजिंग द्वारा डकारने की एक साजिश के रूप में ही सामने दिखायी पद रहा है।यों दलाई लामा के अनुवायी तथा सम्पूर्ण बौद्ध जगत चीन द्वारा प्रायोजित पंचेनलामा को मान्यता नहीं देते है।चीन की यह बौद्ध रणनीति , खासकर तिब्बत सम्बंधित नए दलाई लामा के पुनर्जन्म की पहचान व घोषणा की साजिश को सम्पूर्ण बौद्ध जगत में एक शंका के रूप में देखा जा रहा है।
चीन की इस रणनीति का एक दूसरा पहलू यह भी है कि एशिया ही नहीं पुरे विश्व के बौद्ध जगत में बोद्धागया जो बौद्ध केंद्र के साफ्ट पावर के रूप में देखा और पहचाना जाता है,जिसके विकास के क्रम में ११ वीं शती के नालंदा बौद्ध विश्वविद्यालय की पुनः स्थापना भारत सरकार ने किया है।दलाई लामा,तिब्बत व विश्व के बौद्धमत अनुवायियो के लिए बोद्धगया एवं नालंदा विश्व के बौद्धमत का एक साफ्ट पावर केंद्र है।चीन इसे क्षेत्रीय प्रति स्पर्धा एवं क्षेत्रीय शक्ति संतुलन के रूप में हेनान को एशिया का बौद्धमत का साफ्ट पावर केंद्र बनाना चाहता है।जिससे तिब्बत के संघर्ष को दबाया जा सके,जो तिब्बत की स्वतंत्रता एवं सुरक्षा पर एक बड़ा प्रश्न चिन्ह है।
चीन की इस चुनौती को स्वीकार कर तिब्बत की सार्वभौमिकता को पुनः वापस दिलाने की जबाब देही अब भारत की ही है। जो एक गुरु योजना बनाकर, पडोसी मित्र देश नेपाल के साथ बातचीत कर बौद्धगया,नालंदा,वैशाली,लुम्बनी,कुशीनगर और सारनाथ को एक बृहद बौद्ध सर्किट में जोड़े।इस प्रकार तिब्बत की खोयी हुई स्वतंत्रता को वापस लेन में एक सार्थक पहल होगा।इस प्रकार बौद्धमत के बिच प्रभाव बना, भारत फिर से दक्षिण एवं दक्षिण-पूर्व एशिया (आर्यावर्त)में अपनी सांस्कृतिक धरोहर को संजो सकता है,उसे पुनः एक नयी गरिमा दे सकता है।जो विश्व में सामरिक संतुलन एवं शांति स्थापित करने की प्रतिस्पर्धा में एक महत्व की भूमिका निभाएगा।जब कि चीन एशिया में अपने प्रभाव और शक्ति विस्तार के बढ़ाने की एक सोची समझी रणनीति के तहत इसमे पहले से ही कूद पड़ा है।जिसका एक पहलू "एशिया पैसफिक एंड कोआपरेसन फाउन्डेशन" (एपेक)के माध्यम से लुम्बनी विकास एवं लुम्बनी विशेष आर्थिक क्षेत्र के सहयोग के नाम पर तीन अरब अमेरिकी डालर का सहयोग की योजना आज से दो वर्ष पहले ही घोषणा कर चूका है।जो चायनीज स्टडी सर्किल के माध्यम से मंदारिन (चीनी ) भाषा की शिक्षा नेपाल के पुरे तराई इलाके में देकर कार्यान्वित करना चाहता है। चीन के द्वारा मंदारिन (चीनी)भाषा की शिक्षा नेपाल के तराई के विकास का माध्यम तो नहीं बन सकता है, बल्कि हाँ वह जरुर ही नेपाल के तराई में एक व्यापक नेटवर्क निर्माण कर भारत की जासूसी की जा सकती है ।जिससे भारत में अस्थिरता फैला कर भारत की शांति में आग अवश्य ही लगायी जा सकती है।भारत में क्षेत्रीय अनैतिक आकांक्षाओं को हवा देकर भारत को तोड़ने का एक तीखी चाल ही दिखाई देगा। इस प्रकार वह लुम्बनी के नाम पर सहयोग कर ,निवेश कर नेपाल की तराई जो भारत की सीमा से जुटता है,में एक साफ्ट पावरखड़ा करना चाहता है।जो भारत की सुरक्षा,शांति एवं विकास पर आसन्न मदराते हुए खतरा का बादल है,जिसमे नेपाल के माओवादी नेता पुष्प कमल दहाल "प्रचंड" और नेपाल की उनकी पार्टी "यूनाइटेड कम्युनिष्ट पार्टी (माओवादी),नेपाल सहयोग कर रही है।

           हिन्दुओं का प्रसिध्द तीर्थस्थल पशुपति क्षेत्र,काठमांडू से पशुपतिनाथ की प्रतिमूर्ति की झांकी भारत भ्रमण को आने वाली है।दो महिना पूर्व फाल्गुन,२०६८ वि० संओ को पशुपति विकास क्षेत्र कोष,काठमांडू द्वारा सुप्रसिध्द तीर्थस्थल बालाजी तिरुपति से बालाजी की मूर्ति नेपाल दर्शनार्थ लाया गया।और अब पशुपति विकास क्षेत्र कोष, काठामांडू द्वारा पशुपतिनाथ की मूर्ति भारत के विभिन्न तीर्थस्थलों और नगरों के भ्रमण की योजना तैयार कर ली गयी है।

तिरुपति बालाजी की मूर्ति नेपाल आने के अवसर में काठमांडू में तिरुपति देवस्थानम ट्रस्ट के अध्यक्ष कानुमुरी बापिरा एवं प० वि० क्षे० कोष के सदस्य सचिव नाहटा के बीच पशुपतिनाथ के भारत भ्रमण की बातचीत हुई।पशुपतिनाथ के भारत भ्रमण की व्यवस्था तिरुपति देवस्थानम द्वारा करने के विषय में सविस्तार निरंतर बातचीत चल रही है।इस प्रकार काठमांडू पहुचने में असमर्थ हिन्दुओं की पशुपति दर्शन की इच्छा पूर्ण होगी।
इसके लिए पशुपति मंदिर का सम्पूर्ण प्रारूप तैयार किया जा रहा है।जिसमे भगवान पशुपतिनाथ की प्रतिमा स्थापित रहेगी।जिसको एक विशाल सुसज्जित रथ पर स्थापित कर सम्पूर्ण भारत भ्रमण कराया जायेगा।
                  प्रथम चरण में इस रथ की यात्रा पटना,बाराणसी, मथुरा,वृन्दावन,दिल्ली,मुंबई,सिध्दी- विनायक, तिरुपति बालाजी, कन्याकुमारी,रामेश्वरम,भुवनेश्वर,कोलकत्ता,एवं कामाख्या का भ्रमण संपन होगा।इसके बाद दुसरे चरण की यात्रा की योजना की जाएगी, जिसमे विश्व के अन्य देशों में भ्रमण का भी विचार किया जायेगा।इस यात्रा के सञ्चालन हेतु अनेक स्तरों पर मूर्तिकारों एवं संस्कृतिविदों के साथ बातचीत का क्रम जारी है|
           नाहटा के अनुसार भाद्रपद तक रथ का प्रारूप तैयार कर लिया जायेगा और इस वर्ष के अन्दर ही पशुपतिनाथ की भारत भ्रमण यात्रा संपन्न हो जाएगी।
       पर दुर्भाग्यवश इस गुरु-महत्ति यात्रा पर प्रारंभ होने से पहले ही काले बदल मडराने लगे। वरिष्ठ माओवादी नेता एवं नेपाल सरकार के संस्कृति मंत्री गोपाल किराती का विरोध का स्वर फुट पड़ा। एक साजिश के तहत वे नाहटा को कार्यकाल समाप्ति से पूर्व ही उनको पदभार से मुक्त करा देने का अभियान छेड़ दिया है।
         पर यह पूर्ण विस्वास के साथ कहा जा सकता है कि भगवान पशुपतिनाथ, तिरुपति-बालाजी एवं श्री रामेश्वरम की कृपा से पशुपति से तिरुपति ही नहीं, बल्कि कैलाश (ल्हासा) से अनुराधापुरम तक फिर एक बार अपने पूर्व सांस्कृतिक व सामाजिक एकता के रंग में रंगा लहलहाएगा, दिखाई पड़ेगा।

Afghan museum highlights country's Buddhist heritage



Afghanistan, which achieved global notoriety for cultural barbarism when the Taliban blew up the ancient Bamiyan Buddhas, this week opened an exhibition highlighting the country's rich Buddhist heritage.

In sharp contrast to the religious intolerance behind the destruction of the Buddhas 11 years ago, the immaculate exhibition is on display in the National Museum, itself rebuilt with international aid after being destroyed by civil war.

Overlooked by living history represented by the ruins of the neoclassical Darulaman Palace on a neighbouring hill -- also a victim of war -- the interior of the museum is a sanctuary of quiet arches and marble floors in a violent land.

In the entrance hall is a replica of the Great Buddha of Bamiyan, one of two giant standing statues carved into Bamiyan cliffs in Afghanistan's central highlands in the sixth century.

But the polyurethane copy is a poor substitute -- unlike the surviving treasures dating from the second century AD that dedicated museum staff managed to hide and protect through 30 years of conflict and turmoil.

One statue shows a lean-torsoed Buddha, reflecting the art of the ancient Greeks introduced by Alexander the Great, who staged one of the many invasions of Afghanistan over the centuries, said museum curator Surkh Kotal.

Others show damage inflicted by Taliban fanatics who destroyed many of the museum's artefacts before their regime was overthrown by US-led troops in 2001 for harbouring Al-Qaeda leader Osama bin Laden.

Among the items spared -- many hidden in secret vaults outside the museum -- are relief carvings depicting the Buddha's life and other artefacts from former Buddhist monasteries in Afghanistan, mainly south of the Hindu Kush mountains.

One of those behind the protection of the treasures is museum director Omarakhan Massoudi, who joined the museum 34 years ago.

"I'm happy we preserved some masterpieces through a difficult time in our country," Massoudi told AFP, recounting how a decision was made to move major works to secret locations in 1989 as Soviet forces withdrew and civil war loomed.

During that war, some 70 percent of the museum's artefacts were looted and smuggled into neighbouring countries to find their way onto the black market, he said.

The museum, along with the palace on the hill, was largely destroyed as rival warlords unleashed artillery and rocket fire on the capital in a brutal struggle for power.

Then came the Taliban, Islamic hardliners who swept to power in 1996. Towards the end of their rule they destroyed more than 2,000 artefacts, Massoudi said, and blew up the Bamiyan Buddhas as "idols" in March 2001.

"We have repaired more than 300 statues. Some are on display and we will continue this activity in the future," said Massoudi.

The destruction of the Bamiyan Buddhas was "a big tragedy because they were a part of our history, a part of our culture", he said.

Afghanistan, lying on the famed Silk Road trading route connecting east and west, absorbed Buddhism from India and the religion flourished for hundreds of years before the arrival of Islam in the eighth century.

Now, the practice of Buddhism has virtually disappeared from a country where more than 99 percent of the population proclaim themselves to be Muslim. But the museum is dedicated to keeping the nation's history alive.

"We have to be proud about this very rich heritage of Afghanistan, and we need to transfer it to the next generations," said Massoudi.

In a country still at war, with 130,000 US-led NATO troops helping the government of President Hamid Karzai fight a Taliban insurgency, it is still unsafe for the museum to display some of its most important possessions.

The famed and priceless 2,000 year-old Bactrian Gold collection of more than 20,000 gold ornaments, hidden by museum staff during the civil war, has been touring the world since 2006.

But closer to home, the ruined grandeur of the Darulaman Palace -- clearly visible from the museum -- stands as an enormous exhibit reflecting a less than glorious period in the nation's history
